A harmony line is a matter of taste as much as theory. The chord-tone setting is the one that will sound right most often, because it fits the harmony implied by your own tune. Thirds and sixths are what most singers reach for; a third below sits under the melody and stays out of its way, a third above will fight it for the top line.
